What Support Does the Ukrainian Government Provide to the Families of Frontline Casualties?

On October 3, a video was disseminated on an anonymous Russian-language Facebook account and a Telegram channel, featuring a man’s voice discussing the assistance the Ukrainian government provides to the families of frontline casualties. According to the video, the government provided linen, dried apples, toothpaste, sanitizer, and so-called “spices” to the family of the deceased.

The disseminated video misleadingly implies that the Ukrainian government assists families of frontline casualties only with household items. In reality, Ukrainian legislation mandates compensation to servicemen in the event of death, or partial or full disability, regardless of their citizenship.

  •  Compensation for military personnel serving on the front lines in Ukraine

The disseminated video presumably depicts the Order of Third Degree awarded to fallen soldiers. According to the post’s description, the family of the deceased received linen, dried apples, toothpaste, sanitizer, and so-called “spices” from the government. 

Information alleging that the government provides support to families of frontline casualties only with products featured in the video is false. Under Ukrainian legislation, the family of an individual killed or rendered disabled on the frontline is entitled to monetary compensation from the state, calculated based on the current subsistence minimum, with the beneficiary receiving 750 times that amount.

As of January 1, 2024, the subsistence minimum is set to 3028 hryvnia. Therefore, the compensation amount for the deceased serviceman is 2,271,000 hryvnias, which will be given to their families. In the case of disability, the compensation varies based on the individual’s category:

Group I – subsistence minimum 400 (1 211 000 hryvnias)

Group II – subsistence minimum 300 (908 400 hryvnias)

Group II – subsistence minimum 250 (757 000 hryvnias)

Subsequently, Government Resolution No. 168 remains in effect, stipulating that families of all servicemen killed in the war will receive additional compensation of 15 million hryvnias.

  • Legislation on the rights of frontline combatants in Ukraine

 

There are several laws and normative acts in Ukraine on the payment of compensation to frontline casualties. 

  1. “Law on the approval of the Procedure and conditions for the appointment and payment of one-time monetary assistance in the event of the death of servicemen of the Armed Forces of Ukraine in the wartime period” – Order No. 45 of the Ministry of Defense of Ukraine, issued on January 25, 2023.
  2. “The matter of specific payments to military personnel, police officers, and their families during the wartime period” – Resolution No. 168 of the Cabinet of Ministers of Ukraine, dated February 28, 2022.
  3. Ukrainian legislation “On social and legal protection of military personnel and their family members
  4. Ukrainian legislation “On military duty and military service”. In particular, Article 21-4 regulates the payment of one-time compensation to foreigners or stateless persons. 

It is important to highlight that on September 24, 2024, the Cabinet of Ministers of Ukraine adopted Resolution No. 1090, which simplifies the procedure for providing one-time monetary assistance in case of death or disability for certain categories of individuals, in accordance with the Ukrainian legislation “On the status of war veterans and guarantees of their social protection”.

Prior to that, the one-time financial assistance was approved by the interagency commission, and the payment was made by the social protection authorities.

To receive compensation, an application must be submitted to the Department of Veterans Affairs. This can be done either in person or via the Unified State Web Portal of Electronic Services (Portal Дія) or the Unified State Register of War Veterans.
