Disinformation Claims That a Representative of the Trump Administration Recognizes Georgia’s Elections

On December 4, an interview with Kimberly Lowe was broadcast on the Public Broadcaster, who, according to the journalist’s introduction, “is considered a potential representative of the Trump administration to the European Union.” In the interview, Lowe said that the current Prime Minister of Georgia wants to continue working towards joining the European Union and also discussed the “unfair actions” of the United States towards the country.

These quotes, as well as the interview with the person allegedly considered a special representative of the Trump administration to the EU, were widely disseminated by other media outlets: Imedi (1;2;3;4); Reporter (1;2); NewsHub; Media Holding Kvira (1;2); Guria Times; and Facebook users and pages (1;2;3;4;5).

Some Facebook users refer to Lowe as the future representative of the Trump administration to the European Union or as someone already holding this position (1;2;3;4). Others claim, based on the interview with the Public Broadcaster, that the Trump administration has recognized Georgia’s elections and that the respondent’s views represent the official position of the administration (1;2;3;4;5). David Kharatishvili, a member of the political party People’s Power, claims (1;2), that Lowe is “one of the likely key pillars of Trump’s future administration.”

The claim that Kimberly Lowe is speaking on behalf of the Trump administration or already holds any position is disinformation. Open sources do not confirm that she is considered for this position. In one part of the interview published by Lowe, she discusses the creation of the position of a U.S. Special Representative to the European Union.

On December 4, Myth Detector already published an overview of Kimberly Lowe, but it is noteworthy that on social media, she is still being referred to as a representative of the Trump administration, and based on her statements, some Facebook accounts are claiming that the Trump administration has recognized the elections in Georgia.

On December 5, Kimberly Lowe published a recording of the interview aired on the Public Broadcaster without a translation. In the video, the questions asked by Giorgi Gvimradze are not heard, but we can hear her responses to the journalist. The published interview starts with Lowe’s greetings and an introduction of herself. Lowe states that her family has been living in Virginia since the 1600s and that she has been involved in politics for 10 years. In this part, she does not mention that she is speaking on behalf of the Trump administration. In the video, she discusses the problems existing in Georgia and the “unfair actions” of the U.S. towards the country. Regarding the resolution of these problems, Lowe says that in order to work on solutions, she needs to become the U.S. Special Representative to the European Union. Afterward, she claims that she will assist Georgia in joining the European Union and starting negotiations with many countries, including “neighboring Russia.”

It is important to emphasize that in the original version of the interview, Lowe talks about the creation of the position of Special Representative, but the journalist, when introducing and concluding the interview, told the audience that Lowe is being considered for this position. It is also noteworthy that the part about the creation of the position is not included in the interview translated into Georgian.

“We are doing everything possible, and I would really like an immediate meeting with your Prime Minister to discuss what is happening in Georgia. In order to create a Special Envoy [position], we really need the support of your Prime Minister. With your Prime Minister’s support and other Prime Ministers’ [support], we will be able to create [the position] of Special Envoy to the European Union. So that way, we can work closer together.

“[…] As part of being the Special Envoy to the European Union, I am going to reconstitute the transatlantic partnership between members of the U.S. Congress and members of the European Union,” she says.

Lowe also responded to the interview and the ensuing discussion with a Facebook post, stating that the excerpts of her comments were mistranslated. In the post, she also mentions that at no point in the interview did she say she is currently working in the Trump administration. According to her, no statements by the Trump administration regarding Georgia, the Georgian Dream, or opposition parties have been made public so far. Regarding the position of U.S. Special Representative to the European Union or her possible candidacy, the post states:

“Kimberly is not undermining the feelings and sentiment of the people of Georgia but rather offering a path to solving the current issues in the country and that path is the creation of a Special US Envoy [position] to the European Union with the purpose of reopening talks between the US and EU, helping Georgia with its entry into the European Union, and acting as an intermediary between the countries political parties.

In the first week of December members of the European Parliament stated they would like a Special US Envoy to the European Union in order to strengthen US/EU relations under the upcoming Trump Administration. A special Envoy can operate outside of the typical reach of an Ambassador in order to address complex/multilateral issues.

The creation of a Special US Envoy to the European Union was only just suggested this week, a draft has been composed with the help of organizations in Europe and members of the European Parliament, and that draft has now been sent to the appropriate avenue for Trump’s transition team to review.”

Thus, Lowe herself denied holding any position in the Trump administration at this time. Furthermore, the information that Donald Trump’s team is considering her as a Special Representative to the European Union is not supported by either open sources or the English version of the interview published by Lowe. In the interview, she mentions the creation of the position, which is not included in the Georgian translation. The Public Broadcaster’s host introduced the respondent as a candidate for the position, which the respondent discussed in the interview.

Lowe is a member of the Republican Party and tried to participate in the 2024 U.S. Senate election, but she was not a candidate in the Republican Party primaries and was among those who either withdrew their candidacy or were disqualified. In 2022, Lowe also attempted to run for the House of Representatives but was disqualified from candidacy because she lacked sufficient signatures and made errors in her application.
