On November 29, a Facebook user published a post claiming that the governor of Odesa had resigned. The author of the post suggested that the likely cause of the resignation was corruption.

The information about the resignation of Odesa governor is false. As of today, Oleh Kiper continues to hold the position of Head of Odesa Oblast State (Military) Administration.

While verifying the circulated information, Myth Detector was unable to find any reliable source confirming the resignation of the Odesa governor. According to information available on the official website of the President of Ukraine, the position of Odesa governor, that is the Head of Odesa Oblast State Administration, is currently held by Oleh Kiper. He was appointed on May 30, 2023, and has continuously performed his duties since then. It is worth noting that following Russia’s full-scale invasion of Ukraine in February 2022, the country has been under the martial law, which led to changes in the official titles of certain regional officials. In particular, the governor of Odesa Oblast now officially holds the position of Head of Odesa Oblast State (Military) Administration.

In October 2025, by presidential decree, the Military Administration of the city of Odesa was established, the head of which would also assume the duties of the Mayor of Odesa. Serhiy Lysak, the governor of Dnipropetrovsk Oblast, was appointed to this position. This took place after Volodymyr Zelenskyy stripped Odesa Mayor Hennadiy Trukhanov of his citizenship. As a result of the corruption scandal, like Kiper, Lysak did not resign from his post.

In November 2025, Ukraine’s National Anti-Corruption Bureau (NABU) released information about a large-scale corruption scheme, according to which a group had been receiving bribes amounting to 10-15% of contract values from contractors of the company Energoatom (Ukraine’s state nuclear energy operator). One of the individuals reportedly involved in the scheme was Volodymyr Zelenskyy’s former business partner, Timur Mindich, who left Ukraine. As a result of the corruption scandal, Ukraine’s Ministers of Energy and Justice resigned from their positions.
