Has Germany Reached the Limits of Its Capabilities and What Kind of Assistance Is It Providing to Ukraine?

On March 6, during the news broadcast on TV channel Imedi, the anchor said that Germany would no longer be able to supply weapons to Ukraine, as the remaining stockpiles of ammunition and military equipment were needed to ensure the security of Germany and the European Union.

On the same day, the Facebook page “ყველა ნიუანსი/All Nuances” spread information alleging that Germany no longer has the resources to assist Ukraine: “Europe has started complaining. They want the war to continue but at someone else’s expense. They don’t want to be troubled themselves. The weapons should be American, and the manpower should be Ukrainian.”

The claim that Germany has exhausted its ability to supply weapons to Ukraine and no longer has the resources to provide assistance is manipulative. Despite the reduction in Bundeswehr stockpiles, Germany continues to support Ukraine through military aid, industrial cooperation, and financial assistance.

On March 5, 2025, during a press conference of the German government, various topics were discussed, including Germany’s budget policy, defense spending, and support for Ukraine. A journalist asked the spokesperson for the Ministry of Defense, Michael Stempfle, whether there was a theoretical possibility that weapons or other resources from Bundeswehr stockpiles could be transferred to Ukraine, considering that these weapons would later be replaced.

In response [11:46], Stempfle stated that supporting Ukraine and strengthening Germany’s own defense capabilities must be carried out in parallel. The country aims to enhance its defense capabilities, which requires new financial resources. Support for Ukraine must continue to enable the country to resist the war waged by Russia. This assistance includes not only the transfer of weapons and equipment but also cooperation with the German military industry. Additionally, investments are being made in Ukraine’s military industry so that the country can produce its own weapons. Hence, as Stempfle said, both processes – Germany’s defense strengthening and assistance to Ukraine – must continue simultaneously.

Michael Stempfle: “I’d also like to answer the question about support for Ukraine and our own defense capabilities. These must be able to run parallel. On the one hand, we must strengthen our own defense capabilities – I just said that; that’s why these financial opportunities now exist – and at the same time, we must continue to keep Ukraine in a position of strength so that it can survive the war Russia is waging against Ukraine. As far as aid to Ukraine is concerned, this is being done in cooperation with German industry. But there is also investment in the Ukrainian industry. There are various different projects there. But both must run parallel.”

Following this, the journalist asked an additional question [12:27] about whether, for example, Patriot air defense missile systems or artillery could be transferred to Ukraine knowing that they would be replaced later.

Michael Stempfle explained that Germany has already supplied a significant amount of weapons to Ukraine; however, the stockpiles within the Bundeswehr’s arsenal have reached certain limits. According to Stempfle, Germany must now consider not only helping Ukraine but also strengthening Europe’s defense capabilities.

Michael Stempfle: “You know that these transfers from the Bundeswehr to Ukraine have already taken place. But a natural limit has been reached, because the point is simply that, under the new conditions that exist, we must strengthen our own European defense capabilities and, in consultation with other countries, ensure that these countries are well positioned. This process runs parallel to support for Ukraine.”

In 2025, Germany continues to support Ukraine against Russian aggression. Representatives of the German Defense Ministry and Foreign Ministry confirmed to Myth Detector that not only will military aid to Ukraine continue, but a new, significant package will be added in 2025. At this stage, the German government is working on a €3 billion military aid package, while the delivery of previously planned assistance continues in parallel.

  • How is Germany Helping Ukraine in 2025?

According to the German Ministry of Foreign Affairs, Germany has provided Ukraine with nearly €44 billion in total aid, €28 billion of which is related to military support. This includes funds allocated to Ukraine’s budget, the European Peace Facility, and other expenditures. The ministry states that the assistance is tailored to Ukraine’s needs, and possibilities for further strengthening support are continuously reviewed. The planned deliveries for 2025 include IRIS-T SLS/SLM air defense systems, anti-aircraft tanks, Patriot launchers, and other military equipment to enhance Ukraine’s defense capabilities.

According to Thomas Erken, the spokesperson for the German Federal Ministry of Defense, the government is currently finalizing financial negotiations on a new €3 billion military aid package. This package is expected to include air defense systems, ammunition, and advanced artillery systems, such as the PzH 2000 self-propelled howitzer or the fully automated RCH 155 wheeled self-propelled howitzer, along with 155mm caliber ammunition and unmanned aerial vehicle (UAV) systems.

In February 2025, Germany updated its military aid package for Ukraine, which includes various types of equipment and weaponry. According to official data from the German federal government, some of this equipment has already been handed over to Ukraine, while other items are still in production or in the process of shipment. For example, Ukraine has already received Leopard tanks, Marder infantry fighting vehicles, Gepard anti-aircraft systems, HIMARS multiple rocket launchers, IRIS-T and Patriot air defense systems, various types of drones, and artillery shells. In 2025, Germany will continue supplying armored vehicles, air defense systems, and artillery to Ukraine. These include Patriot air defense systems and missiles, the Skynex system with ammunition, TRML-4D air surveillance radar, and IRIS-T SLM and SLS missiles. IRIS-T (SLM/SLS) air defense systems, kinetic defense vehicles. Ukraine will also receive the RCH 155 self-propelled howitzer, the Panzerhaubitze 2000 howitzer with spare parts, and the MARS II rocket system with ammunition; it is planned to deliver the HIMARS system. Additionally, Ukraine will receive drones, anti-drone equipment, and various military supplies.

Beyond military aid, Germany has also been implementing various humanitarian projects to support not only Ukrainian refugees but also the development of the country’s economic and educational sectors.
