Fabricated Quote of Joe Biden About Agreements Signed with Zelenskyy Is Being Circulated

Between November 29 and December 3, a Georgian-language Facebook user, Jeni Burjanadze, who regularly spreads disinformation, and Russian-language Facebook users (1; 2; 3) shared a quote attributed to former U.S. President Joe Biden. According to this quote, Biden allegedly wants to annul the agreements signed with Ukrainian President Volodymyr Zelenskyy and demand the return of the 300 billion dollars transferred to Ukraine, claiming that he fell victim to fraud and signed the agreements under stress.

One of the Russian-language posts additionally claims that, according to the current U.S. President Donald Trump, the agreements signed by Joe Biden using an autopen, which accounts for 92% of the documents signed in his name, will no longer be valid. The post states that, according to Trump, important documents were signed by others on Biden’s behalf using the autopen.

The quote attributed to Joe Biden regarding the agreements with Volodymyr Zelenskyy is fabricated. No such quote can be found on Biden’s social media pages or in any other open sources.

No such statement by Biden can be found in open sources. He has not published an identical or similar statement on his X, Facebook, or Instagram pages. Likewise, information of this content cannot be found in reputable American or international media outlets (1; 2; 3; 4; 5).

It is noteworthy that the fake Biden quote appears in a meme published on the Russian-language humor website idaprikol.ru. The meme was later shared on Facebook as well.

As for Donald Trump’s statements regarding documents signed by Joe Biden, they are real. Trump has made several statements on this topic. On his personal page on the social network Truth Social, the U.S. President wrote (1; 2) that documents signed by Biden using an autopen (a mechanical device capable of replicating a person’s signature) are considered invalid. Trump also voiced an accusation that individuals close to Biden were signing documents in his place, thereby taking “the presidency away from him.”

Donald Trump has made similar accusations in the past as well. In June 2025, Trump called for an investigation to determine whether members of the Biden administration were using an autopen. In October, the House Oversight Committee, led by the Republican Party, published a report that also raised allegations about the use of an autopen; however, the report did not present concrete evidence that the device was used by others in Biden’s place.
