On December 7, Russian-speaking users of Threads and Facebook disseminated information claiming that Lithuania and Latvia unexpectedly opposed the adoption of the 15th sanctions package against Russia and blocked it. Based on the comments, it appears that some Facebook users perceive these countries as opposing the imposition of sanctions on Russia.

The information about Lithuania and Latvia blocking the sanctions package is being disseminated without context. The countries did indeed veto the package, but the reason was their demand for stricter sanctions.

Social media users are sharing this information without context. In reality, Lithuania and Latvia did veto the 15th sanctions package against Russia for reasons discussed by the publication Politico, on December 6. According to the publication, the two Baltic states were dissatisfied with a part of the sanctions that allowed Western companies to continue operating in the Russian market. This clause was initially included to support companies claiming they want to exit the Russian market but are unable to do so due to various reasons. Representatives from Lithuania and Latvia believed that many companies might exploit this provision as a loophole to evade sanctions, which they deemed unacceptable. The countries aim to tighten sanctions to further weaken Russia and demanded that this clause be removed from the document. However, no agreement was reached, and consequently, the 15th sanctions package was not adopted.
